Description:WHAT WE'RE DOING

Lockheed Martin's Rotary and Mission Systems business area is seeking a Program Manager to lead a large analytic development program. The program involves managing multiple Technical Task Orders, overseeing a team of subcontractors and Lockheed Martin personnel, and ensuring the program remains staffed at required levels and within required time-frames.

THE WORK

The successful candidate will be responsible for:
• Leading a large analytic development program, including mentoring and monitoring multiple project leads, developing and executing staffing strategies, and overseeing program documentation and schedules.
• Overseeing execution of program activities
• Managing customer intimacy, communication, and overall satisfaction
• Directing program execution to meet customer requirements, cost, and schedule
• Providing front-line leadership to a technical team
• Supporting the development of strategic plans, roadmaps, and proposal efforts to cultivate new business opportunities
• Shaping the program future by attracting, developing, and retaining a complex workforce while cultivating an collaborative work environment
• Collaborating with market segment functional leaders
• Serving as a functional manager of Lockheed Martin personnel, including implementing a communication rhythm, supporting recruiting and hiring activities, and providing career development counseling and mentoring.
• Managing the staffing of open positions across all Technical Task Orders, including working with hiring managers and subcontracting companies to identify, onboard, and track personnel.

WHO YOU ARE

To be successful in this role, you should have:
• Strong program management experience, with a focus on managing complex programs and contracts of similar scope, type, and complexity.
• Prior experience in leading cross-functional teams and guiding them to achieve strategic objectives.
• Strong leadership, communications, and financial management skills, with experience administering multiple contract types and managing budgets.
• Ability to work effectively across functional organizations and business areas to achieve program goals.
• Active TS/SCI clearance).

Basic Qualifications:
**Must have TS/SCI with Poly to start**
• Proven Program Management Experience: 15+ years of experience in managing complex programs, with a focus on software development leadership roles.
Must have a PMP, FAC-P/PM Senior Level, or Defense Acquisition Workforce Improvement Act (DAWIA)Level 3 certification in Program Management.
• Leadership Expertise: Prior experience in leading cross-functional teams and guiding them to achieve strategic objectives.
Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
• Exceptional Leadership, Communications, and Financial Management Skills: Demonstrated ability to lead, motivate, and develop high-performing teams, with excellent communication, interpersonal, and financial management skills. Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
Must have at least three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
• Contract Management Experience: Experience administering and supporting multiple contract types (e.g., CPFF, FFP, OTA). Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
• Cross-Functional Collaboration: Demonstrated ability to work effectively across functional organizations and business areas to achieve program goals.
• Active TS/SCI Clearance: Current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
Desired Skills:
• Full Program Lifecycle Experience: Experience with full program lifecycle execution, from concept development to sustainment.
• OCONUS and Geographically Distributed Team Experience: Experience supporting programs with OCONUS activities and/or geographically distributed teams.
• Electronic, Cyber, and Information Warfare Expertise: Understanding of Electronic, Cyber, and Information Warfare concepts, including threat analysis and mitigation strategies.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 9x80 every other Friday off
Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $151,200 - $266,570. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
